3. Place the culvert pipe in the center of the trench and backfill the sides with loose gravel.
4. Place a layer of sand between the gravel and the soil for extra drainage.
5. Place a layer of soil on top of the sand and compact it to ensure a level surface.
6. Build the headwall using concrete masonry blocks. Start by laying them in a single row at the front of the headwall.
7. Continue adding bocks, staggering them to form overlapping layers. Secure each layer by filling the gaps with mortar and tamping it down.
8. Once the headwall has been completed, cover the face with soil and allow to dry before using.
