3. Line the bottom and sides of the excavation with crushed stone or gravel.
4. Lay the concrete culvert stem in the middle of the excavation.
5. Pack more crushed stone or gravel around the stem to secure it in place.
6. Place the headwalls at each end of the culvert stem.
7. Mix the concrete and pour it in even layers over the stem and headwalls.
8. Allow the concrete to cure for at least 24 hours before backfilling and compacting the soil around the culvert.
