The fineness of the cement affects its strength in two ways. First, fine particles of cement increase the surface area which can react with water and form more hydrated cement paste. This increases the compressive strength of the cement paste. Second, the finer particles of cement fill in irregular voids between coarser particles and provide better inter-locking and better cohesion, resulting in higher compressive strength. Therefore, in general, finer cement results in greater strength.
