Cinder block walls can be built without mortar as long as the blocks are stacked tightly and evenly, with a bed of 1-2 inch thick gravel beneath them.
For extra stability, concrete blocks or some other form of reinforcement, such as galvanized steel straps, should be used at the corners, pathways, and any other structural points of stress. The blocks should also be filled in with grout to create a uniform surface.
