1. Gather your materials: cement mix, balloons, an old pot or bucket, small rocks, spray paint (optional), plant or flower pot, and a trowel or scoop.
2. Mix the cement mix with water according to the directions on the package.
3. Blow up your balloons to desired size and tie off the end. Then dip the balloons in the cement mixture to coat them evenly.
4. Place the coated balloons inside the pot or bucket and let the cement dry.
5. Once dry, carefully remove the balloons from the pot and discard.
6. Paint the cement planter if desired.
7. Place the rocks in the bottom of the planter for drainage.
8. Fill the planter with soil and your plants or flowers.
9. Enjoy your new cement balloon planter!
