Normal consistency of cement is the amount of water that is required to make a cement paste of standard consistency, as defined by the American Society for Testing and Materials (ASTM).
The normal consistency of a cement paste should hold its shape when molded by a vicat needle into a 3 inch (7.6 cm) diameter cone shape without excess water running off.
