The following are the prime functions of the IRC.
- To serve as the leading national forum for sharing knowledge and pooling our collective experiences and expertise on a wide range of topics relating to the road sector, including associated policy concerns on road construction and transportation.
- To promote the adoption of standard standards for the building and maintenance of roads, bridges, tunnels, and road transportation that conform to cutting-edge technologies.
- To align itself with global environmental strategy initiatives for the promotion of cleaner, less energy intensive, and less polluting construction techniques, as well as the use of recycled wastes; to reduce natural resource consumption; and to encourage the profession to strive for carbon credit in life cycle analysis for road/transportation projects under the Environment Management Plan (EMP).
- To promote a well-integrated and efficient transportation system that benefits the public by improving mobility and delivery in a safe, secure, and ecologically friendly manner.
- To raise public understanding about traffic regulations and ethics.
- To pool knowledge (Library) with the ability to exchange information with reputable national and international organisations involved in the profession via the internet, as well as to share publications and literature that adheres to cutting-edge technologies.
- To provide guidance on planning and design, transportation, law, and research related to the construction and maintenance of roads and transportation systems.
