The slump reflects workability (consistency)
As water is added workability goes up and slump goes down.
Water cement ratio affects the strength of concrete.
So a slump test merely shows workability which you can infer strength from.
NOTE: for water addition only. Slump effected by water replacement additives won’t reflect true strength
