According to Kennedy’s silt theory, it says that eddy current is generated due to friction between flowing water and the canal bed. Now the silt in the flowing water stays in the suspension due to the eddy current rising to the surface. The vertical component which is one of the components of eddy current will keep sediments in suspension but the self-weight of the sediment tries to bring it down. So if the proper velocity is available it generates an eddy current to keep sediment in suspension which prevents the silting.
