To draw a perpendicular line in AutoCAD, you must first select the Line command. Then, use the Ortho Mode to restrict the cursor to only draw lines perpendicular to the last line drawn or parallel to any other side of an object in your drawing.
You can also use the Perpendicular Osnap to snap to a specific point on an object which will cause your line to become perpendicular to it.
