To measure the deflection angle using a theodolite, you will need to point the instrument in the direction of the two points you want to measure the angle between. Set the theodolite so that the vertical line is pointing at one of the points, and then rotate the top of the instrument until the other point falls within the cross-hairs of the telescope. Record the horizontal and vertical angles, and then calculate the deflection angle by subtracting the two angles.
