National highways are planned by the Ministry of Road Transport and Highways (MORT&H) in India. The planning process is done in consultation with other government departments, local authorities, and other stakeholders. The National Highways Authority of India (NHAI) is responsible for the execution of the plans. The plan is based on factors such as geography, population density, traffic patterns, economic development, etc.
