To mix white cement with water for painting, you will need to add the white cement to a bucket of clean water in the desired ratio.
For one part cement, use two parts water. Stir the mixture until the cement has dissolved into the water, and then apply the wet cement mix to the surface you wish to paint. Allow the mix to dry and then paint as desired.
